The following messages were received from the President of the United States, by Mr. Moore, his secretary.

To the Senate of the United States:

I nominate Billington C. Whiting, of California, who was commissioned during the recess of the Senate, to be superintendent of Indian affairs for the district of California, under act of Congress, approved April 8, 1864.

a.. First Lieutenant Augustus H. Bainbridge to be captain, August 11, 1866, vice O'Connell, promoted to the Seventeenth Infantry. 

b.. Second Lieutenant Lewis P. Derby to be first lieutenant, July 28, 1866, vice Tobey, the regimental adjutant. 

c.. Second Lieutenant Levi H. Robinson to be first lieutenant, August 11, 1866, vice Bainbridge, promoted.
